As for handling these situatsions being diplomatic is best but that is easier said than done.
Also, I think we are much more likely to face these types of problems with small companies which are in remote areas.
Big corporations are much much better. I have been lucky in this regards that I have mostly worked with big corps.
These companies actually go to extra lenghts to appreciate diversity.
In fact last year in my current client Indians organized big Diwali festival celebrations to
give American people a chance to enjoy Indian food and learn about our culture.

Why do we even have to ask about Jul 2nd acceptance. I feel if you ask them they deliberately try to misguide you. Isnt the day Jul 2 a part of July month?? Since the previous July bulletin has be reinstated, in fact people who filed on Jul 2 should be at the top of the list in terms of getting receipt notices etc...

Lets learn from the chinese! dont you think they smell of fish and frogs, they cant speak proper english, they do not dress properly etc etc but they get their job done and are slow and steady. Part of the reason they are not easily insulted as we are is, they are very very humble people. They have learnt to respect others. Now look at we Indians. I am from South India. Do you think if I travel to the North I will be respected, let alone be considered a normal human being?? We tend to view everything that way. Go to any university and you will see a mumbai group, a chenai group, bihar group etc etc. First let us speak of how WE INDIANS treat other Indians. This is just like the Middle east right? When they have a common enemy they stand as one, otherwise they always fight among themselves. As somebody previously pointed out.
1) Respect yourself and others (americans). They are not used to your spicy smell, oil smell, untidiness etc. Instead of blaming them for not cooking, it would be better for us to take a few precautions: hand your dress/coats etc in a separate room with door and keep it always locked, preferably put a perfume paper or something on the floor in that room.
2) Learn to use chewing gum before group meetings.
3) Work to develop a cheerful attitude. Dont expect to be treated as a child is treated by a parent (always cared for type of thing). Smile and be happy.
4) Please dress decently and tell your friends to do so also. Many people dont know this basic requirement in the US.
5) Finally learn to smile at a fellow Indian, no matter which part of the country he/she is from.
One thing I have noticed is most of the time (not always though), its the people who dont do their work properly/sincerely, who end up with these kind of problems. And remember this will happen to any person whether its an Alien / American. As an alien we will naturally be attacked more if we are not GOOD enough. Isn't it assumed that H1B is to bring in the best of the rest of the world into this country?? So lets try to be that best and do our best.

Your case is eligible the chances are high that you'll get it, if dates remain current. And as folks have mentioned, 180 days rule applies. Your infopass will tell you clearly what's happening to your NC but that is immaterial.

I have sent G-639 (notarized) in October 2010 and I have received a CD from USCIS with I-140 approval and labor that was used to file. I have given I-140 receipt number in the form instead of A#.

One big missing piece in your analysis - Country quota.
As per your analysis, there are around 125K pending cases. If there is no spill over (that is the case this year and that will be the case for the coming years as per State dept.), then EB3-I or EB2-I gets only 2700 visas per year.
Now, please redo your math and you can easily see that the current retrogress might look like there is hardly any retrogression.
This is my thought process (also referred by Ron G):
July 2007 brought in approximately 500K 485 cases.
We do not know how many cases were pending as of June 2007.
Fiscal year 2007-2008 USCIS used over 140K EB VISA numbers (I think it was around 155K).
Fiscal year 2008-2009 USCIS will use atleast 140K EB VISA numbers
so, 500K - 300K = 200K.
Assuming USICS approval rate is 85%; 75K of 500K are denied.
200K - 75K = 125K EB cases pending from the July 2007 cases.

Yes, I am also in the same boat. Filed my 9th year extension in March, responded RFE during 1st week of August. Mine will be expiring in 3 more days. Hoping to get the extension soon.

If I were planning to use my EAD now or in the near future I would just cough up $380 and apply for a fresh EAD instead of chasing USCIS.
If it works, then it is money well spent compared to running back and forth to USCIS offices, calling them daily and all the painful aggravation involved.
I will gladly spend 380 instead of risking the possiblity of picking up Diabetes or Blood pressure due to stress.
Is it possible to do so ? Can we apply for 2nd EAD application even without first one, and having got the receipt notice for first one ? If yes then this is a good solution, but then who knows how long the 2nd one will take to be approved, making it a worthless effort.

Not sure if this helps, but this kind of thing happened to me 8 years back when my wife was pregnant. I asked my employer about insurance; he said I can continue coverage if I keep paying my premiums. Even if you have to pay a bit more than actual premium it should be better than not having at all. The other option is COBRA as some one already mentioned.
If that does not work out, call your current insurance company and ask them what are your options in the event you lose your job. You don't have to tell them that you're going to be laid off yet. As the wise say, we don't have to tell everything to the other person until it is really required to disclose. You might end up finding some facts that you probably are not aware of.

I don't think linking GC to anything, leave alone buying a house, is such a good idea. I bought my house when only my 140 was approved.
But on the other hand buying a house is a huge responsibility which will, at the very least, take out the flexibility in your movement. Paying rent is not always a waste of money if you look for other means of investment. Hoses are not going to appreciate the way they used to. You'll be lucky if they appreciate by even 1%.
If your eventual plan is live here permanently, then yes go ahead by all means. You won't find better home prices and better loan rates than now.
Pay attention to the expenses you'll incur after buying a home, most importantly
1) Utility Costs (be particularly worried if you live in snow areas).
2) Maintenance (Regular community maintenance and interior maintenance).
3) Property Taxes (if you live in areas like NY, NJ, they'll only go up from already Highs)
4) Child Day care expenses (When you are ready to send your kids to day care, this expense will hurt you the biggest in terms of meeting your mortgage commitments).

Thanks for clarification. I still disagree with you. Media outlets do measure the intensity of the issue but not by amount of SPAM they receive in e-mails. From my personal experince in talking to a journalist, if you send them an e-mail regarding the issue they have published they will definitely defend their point or refute yours and may even look at the issue from your point of view but in all cases they will reply. Now if you want to bring an issue to their attention all you need is take their article and simply put your perspective on it. It will have a far greater impact if it comes as a collective voice of an Organisation such as IV. That's why I originally questioned our approach of spaming them by sending 1000's of e-mail with the same issue. It doesn't bring much to the table. Right ? That's precisely the reason why all organisations have a media relations person who represents the collective view of the entire organization and manage the press releases and all contacts with media.
Any idea how many emails news media outlets recieve? Do you remember the emails Jim Carey reads in Bruce Almighty? he hee .. Some thing of that sort, if not of that magnitude. By sending more emails, we are making the media cognizant of the fact that its not one person but hundreds of thousands of people. Also, these emails are mostly read by interns and they sort them( In big outlets atleast) The more the emails on same issue from diff people with diff body with same bottom line story gives us a better chance. Do I make sense?
